The WHATWG HTML standard gives the exact rule used for week inputs: a week-year has 53 weeks when January 1 is a Thursday, or when it is a leap year and January 1 is a Wednesday. All other ISO week-years have 52 weeks.
Examples include 2020 and 2026. January 1, 2026 falls on Thursday, so the ISO week-numbering year 2026 has 53 weeks.

Why calendar apps disagree
ISO 8601 is common in Europe, logistics, manufacturing and software, but not every calendar uses it. Some calendars start the week on Sunday or Saturday. Some label the first partial week as week 1. Others require a minimum number of days in the first week.
Two people can therefore call the same date “week 1” and “week 53” under different systems. Before using week numbers in a contract or project plan, state the convention:
ISO 8601, Monday start, week 1 contains the first Thursday.
The year must be included as well. “Week 12” without a year is incomplete.
How many work weeks are in a year?
A year has about 52 calendar weeks, but that does not mean every employee works 52 full weeks. The answer changes with:

For capacity planning, use working days rather than subtracting an arbitrary number of weeks.
